ASCII RIMS FORMS FOR PACKET/AMTOR The Region Information Management System (RIMS) forms developed by State OES for Lotus Notes, which together, are to be used as the documentation system for the Standardized Emergency Management System (SEMS). The ASCII format of these form were developed to provide an alternate back-up system in case the standard land-line medium and the primary back-up OASIS microwave/satellite system become unusable. Amateur Radio digital systems (Packet, Amtor, etc.) can provide the medium for that alternate back-up via local, OA and State OES Regional ACS/RACES organizations. Standard format for these systems (80 column max. and no graphics) must be adhered to in order to insure the number of qualified responders are not limited because of equipment/software considerations. The following instructions and notes apply to all forms and files which have been separated into three directories: - 'CITY', which should be provided to all cities and counties and retained at the HQ and REGION; - "COUNTY', which should be provided to all counties and retained at HQ and REGION; - 'RGNHQ', which should be retained at HQ and REGION. Converting existing RIMS forms to ascii is very easy. Situation Example: An OA has to pass on hard copy information to the OES Regional Emergency Operations Center (REOC) in order to receive the mutual aid and resources required to mitigate a major weather related incident. All land-line systems and their OASIS system are unusable due to the extreme weather conditions. Needed information cannot be transferred between the OA and the REOC. The OA emergency management official can use RIMS and fill out any of the forms on 'local' (within their own computer) but cannot transfer them because there is no access to the REOC server which also serves the REOC computers. The EMA official fills out the form as usual and saves it. Now comes the easy steps for conversion to ascii. - The EMA official will have the completed form displayed on the screen. - Click on 'File'. - Click on 'Export'. - The Export Window will appear. - Place a disk in the 'selected' drive. - Select the 'selected' drive. - Enter a file name. (a standard DOS 8 x 3 file name that can be used to find the file at a later time on the DOS based communications software) - Click on 'Export'. - The 'Text File Export Window' will appear. - At 'Wrap Words at 75 Character's', change 75 to 80. - Click on 'OK'. - The form will be transferred to the 'selected' drive in ascii. - Click on 'File', then on 'Close,' and the ascii conversion is finished. - The ACS/RACES operator may need to use the hard copy of the correct form as a guide for some minor reconstruction that may be required. All fonts, highlighted areas, italicized letters or words, colors and graphics will disappear during the conversion. Centering, a space added between each numbered statement or paragraph, alignment of columns and rows, etc. will need to be done. Some will only take a few seconds, others a few minutes. - The completed ascii form is then reviewed by the EMA official for correctness and approved. - The ACS/RACES then sends the form via prearranged channels and modes to the REOC. - The REOC reviews the documentation. Sometimes a mission may be issued by the REOC to meet the mutual aid or resource requirements of the situation. The Mission forms can also be sent back to the OA in the same manner. Now some of the local and OA governments have the Lotus Notes on just one or two computers. If these go down then the blank ascii files of these forms that have been provided can be used in the interim. It will mean more work re-accomplishing these forms in Lotus Notes when the computer is repaired but there will only be a very few forms that ever have to be sent this way. These forms have been set up so that any fills that may be required on those sent via HF (Amtor, Packtor, etc.) can be accomplished via voice using standard traffic handling procedures as nearly all the paragraphs and blocks are designated alpha/numerically. Forms deleted or added can be handled at the Local, OA or OES regional level. ACS leadership must keep current on RIMS forms in all formats. NOTE: Remember to use standard ascii editing procedures and turn off the 'Insert' and to use the 'Up/Down/Left/Right' arrows (NOT SPACE OR ENTER/RETURN, except when needed for that specific function) to move the cursor to fill out these forms. Any columns and rows will get distorted and important information could be misread or 'appear' incorrect. NOTE: On these forms there will be information within parenthesis. Select the right response or follow the instructions AND THEN DELETE THE PARENTHESIS AND THE UNUSED CONTENTS OR THE INSTRUCTIONS. NOTE: DO NOT ENTER THE ASCII FORMS OR RE-ACCOMPLISH THEM INTO THE SYSTEM AND/OR COMPUTER(S) AT THE RECEIVING END. This would cause a Replication Conflict or duplication error after the phone lines or OASIS System come back on line. (Replication is a process that insures each computer in the system has the same information as all others.) PRACTICE IS THE ONLY WAY THESE PROCEDURES CAN BE PERFECTED AT EACH LOCAL, OA OR REGIONAL LEVEL.
